Sir, now coming to the provisions of the Bill I would like to submit that all the amendments are good except that aspects that amendment which stipulates doing away with consultations. I can understand the difficultry of the Government. Probably, many States are putting a hindrance and the Government wants to get out of that kind of a situation. This is another aspect that in the name of minority, using the name of minority education is being successfully made into a big industry by certain people. Since we are discussing an issue relating to minority education, how can the Government ignore this? This fact cannot be ignored. If I remember correctly, in the original Bill neither consultation nor consent was there. After a long discussion the Government agreed to the idea that consultation could be introduced. That does not mean if consultation and consent are there, that is a different thing. We are not asking for inclusion of consent, but consultation is a democratic process. I would request the Government to consider this issue. Let there be consultation. It is in the spirit of federalism. I am not going to speak about the Federal character of the State and its parameters but it would be understood that in a federal State, an Act should not be such that it would dispense with consultation. Sir, since you are in the Chair, I am sure you would agree with me. I try to accommodate everybody to the best of my ability. But sometimes I have my own limitations. Sir, it is not a question of accommodating. It is already there in the Concurrent List. This aspect should be seriously thought about before the hon. Minister finally asks for the consent of the House to pass this Bill. Hon. Deputy-Speaker, Sir, we are discussing the National Commission. Top athletes like Neeraj Chopra have suggested the need for regular top-class international meets in the country to generate interest. Can we expect India to hold Diamond League and events of such quality soon? The Ministry of Youth Affairs and Sports backs the National Sports Federations (NSF) in the conduct of international competition in the country. We are encouraging SAI and NSFs to develop professional capabilities to spearhead major sporting properties here in India. The indian open badminton tournament and the India open boxing tournament are good examples. We are also hosting the international chees olympaid for the first time and we organised the torch relay for the olympiad for the first time in the event's history, which is a huge milestone. In october, we will also be hosting the Women's World Cup after the huge success of the men's edition in 2017. India has enough world-class infrastructure facilities to host events of international standards, and in the next few years we plan to become a destination for hosting such events. Do you think the tech advancement in India will also drive a sports revolution. A lot of NSFs are riddled with factionalism, and a few NSF's have two parallel bodies, which affects the athletes. What is the Government's view on this and how can this problem be solved?
